Usually the spark electrode or the module driving it, not the burner. A cracked electrode ceramic, a fouled gap or a failed spark module all produce exactly that symptom. It is also worth ruling out low gas pressure before anything is replaced.
My oven says 350 but bakes like 320. Can that be fixed?
